If it’s Christmas or valentines don’t go for the regular black and red. Please add some gold or silver if you don’t want to let go of the red fair enough but no black that’s giving the image “of not trying hard” you want someone to be in awe when looking at the colors so pick them carefully.
Consider maybe the velvet blue or deep green maybe bronze?
Where you will fell more luxurious.
To stay on budget, you don’t have to get matching plates to the theme color, or glasses. Instead trick with the napkins and the seat covers.

3rd Welcoming drinks… and appetizers
4th back ground music.
5th Souvenirs, you want people to remember this dinner so a small souvenir isn’t going to hurt. Instead it’ll give a great closing to your dinner.
6th people pay a lot of attention to the decoration on the wall or from the ceiling so adding some ribbons or fill up some balloons with helium matching color of the theme and let them fly in the ceiling of the room with ribbons hanging from them is a great idea.
